The Islamic State (IS) released the 239th edition of its newsletter, Al-Naba, on 18 June. Pages 9 and 10 of this twelve-page document were given over to a profile of Abu Khaled al-Hindi, the jihadist elsewhere named as Mohammad Sajid Kuthirummal who massacred twenty-five worshippers at a Sikh gurdwara or temple in Kabul three months ago, on 25 March 2020, during an hours-long siege. The details of Abu Khaled’s life—finding IS after being repelled by “nationalist” jihadist groups, fighting while injured, his obedience to IS’s leaders, and thirst for “martyrdom”—are relatively standard hagiography from IS. What is really worth noting is that such an extensive focus on him, and through him on Afghanistan, underlines the importance IS has placed on its Afghan branch, Wilayat Khorasan. Continue reading
After trailing the release yesterday, an audio statement from the Islamic State (IS) spokesman, Abu Hamza al-Qurayshi, was published by Al-Furqan Foundation today. It is entitled, “And the Disbelievers Will Know Who Gets the Good End”, i.e. heaven. The title is taken from a sura of the Qur’an [Ra’d (13):42]. The speech gloated about the damage the coronavirus has done to the West, presenting it as God’s revenge for the Coalition dislodging IS from the cities it had occupied in Iraq, Syria, Libya, and elsewhere. There is the usual focus on anti-IS Sunnis in Iraq and Syria, who are warned that the U.S. is pulling back, thus those who bet on the U.S. for protection need to reassess or they will be killed. The two most significant parts of the speech are: (1) its focus on IS’s expansion in Africa, a visible fact for some time now, and the competition with Al-Qaeda in that area; and (2) the closing few minutes where Abu Hamza agitates against Qatar, a state that IS has never bothered with before in its messaging.
Early in his new book, Your Sons Are At Your Service: Tunisia’s Missionaries of Jihad, The Washington Institute’s Aaron Zelin quotes a pair of sociologists who note that ‘where theories are plentiful … ideas are vacuous’. The book is in many ways the antithesis of this approach. It is not without theoretical content; where social movement theory arises as a means of understanding jihadism, say, the author gives an overview of the literature to contextualise it for the reader. But the general approach is historical, empirical, and detail-rich, so that by the time Zelin summarises his findings in the various sections there can be no doubt about the evidentiary basis. To mark the eighteenth anniversary of the 9/11 massacre, Al-Qaeda’s Al-Sahab media department released a video, “And They Shall Continue to Fight You”. The video, which ran over a half-hour, featured a speech by the group’s emir, Ayman al-Zawahiri, interspersed with other leadership figures.
Much attention has been given to Dr. Al-Zawahiri encouraging attacks on America, his contention that the U.S. has enabled the spread of Iranian power by providing its vicious sectarian militias in Iraq, Syria, and beyond with direct support as part of the war against the Islamic State (ISIS), and his use of the issue of Palestine. There are some indications Al-Qaeda is looking abroad again with its terrorism campaign, but the primary purpose of re-emphasising the justice of attacks on the West seems to be to meet the ideological challenge from ISIS. Behind the veneer of the “far enemy” rhetoric in this speech, Al-Zawahiri was in fact very defensive—particularly about 9/11, Al-Qaeda’s greatest “success”, where he seems stung by the accusation Al-Qaeda murdered innocents—and “near enemy” (regionally) focused. Even the call to attack America suggested attacks on military installations in the Middle East, rather than in America itself. Such attacks would also avoid the issue of civilian casualties, Al-Zawahiri noted.

The Islamic State’s (IS) weekly newsletter, al-Naba, interviewed a high-ranking al-Qaeda defector, Abu Ubayda al-Lubnani, across two issues in February and March. Abu Ubayda appeared on a list of prominent clerics supporting IS’s caliphate declaration in February 2014, and two months later his defection from al-Qaeda to IS was announced by al-Battar. Abu Ubayda is described by al-Naba—as best as can be told accurately—as having been a member of al-Qaeda’s: Shura [Consultation] Council, a training officer in its Military Committee, and a counter-intelligence officer. Abu Ubayda is advertised as speaking about many secret aspects of al-Qaeda.
Among the topics Abu Ubayda covers is the alleged infiltration and manipulation of al-Qaeda by foreign intelligence services, specifically Pakistan’s Inter-Services Intelligence (ISI), which is not only a violation of jihadist doctrine by collaborating with an “infidel” and illegitimate state but led to the deaths of a number of senior al-Qaeda leaders.
Perhaps the most intriguing aspect of what Abu Ubayda has to say relates to al-Qaeda’s attempt to take advantage of the Syrian revolution. This persistent campaign has followed a pattern of disguising al-Qaeda’s presence and attempting to influence and eventually co-opt the rebellion against Bashar al-Assad’s regime. One lever al-Qaeda relied upon, according to Abu Ubayda, was Ahrar al-Sham, an organization that disclaims all connections to al-Qaeda and dissimulates about its ideology. Whatever Ahrar’s dominant ideology, it is simply a fact that it has served as the bridge between the foreign-led jihadists and Syrian Islamists, and its connections to al-Qaeda are evident enough. In Yemen, at the end of last month, al-Qaeda in the Arabian Peninsula (AQAP) was cleared from al-Mukalla, their major urban stronghold. This ends a year of occupation and brings to a close what is effectively the third emirate or statelet AQAP has either set up or attempted to set up in Yemen since 2011. These projects offer some insights into al-Qaeda’s methodology in getting to an Islamic state, including its rebranding in opposition to the Islamic State (IS). Continue reading
Yesterday morning in Libya, it was announced that militias from Misrata were moving into Sirte to combat the Islamic State (I.S.). The militias preparing to fight I.S. are drawn from Libya Dawn, the Islamist coalition that ousted the internationally-recognised government in August 2014. Continue reading
