The Islamic State Officially Expands to Afghanistan

The spokesman of the Islamic State (ISIS), Abu Muhammad al-Adnani, gave a speech today entitled, “Say, ‘Die in Your Rage’,” which is drawn from a Surah of the Qur’an [3:119]. The main announcement from Adnani is the acceptance of another wilayat (province), i.e. foreign branch of IS, this time in Afghanistan, led by Hafiz Saeed Khan, a former Tehrik-i-Taliban Pakistan (TTP) or “Pakistani Taliban” commander who broke away and formed a pro-ISIS faction in October. This follows the first declaration on this matter a month ago by IS’s caliph, Abu Bakr al-Baghdadi, which accepted “provinces” from Saudi Arabia, Yemen, Egypt, Libya, and Algeria. Adnani went on to make the foredoomed request that the Afghan jihadists “abandon disunity and factionalism” in order to join ISIS.

Adnani mocks President Barack Obama for his half-hearted commitment to the war against ISIS—specifically his commitment to avoid putting in American ground troops and trying to rely on allied Arab governments to fill this gap.

Adnani reiterated his incitement from September for Muslims in the West to carry out so-called lone wolf attacks, offering praise and accepting responsibility for several that have already happened, specifically the shooting attack on the Canadian Parliament by Michael Joseph Zehaf-Bibeau on 22 October, as well as attacks in France, Australia, and Belgium, which were not specified. Australia has had two ISIS attacks since Adnani’s speech in September: the stabbing attack against police in Melbourne by Numan Haider on 23 September and the siege of the café in Sydney by Man Haron Monis on 15 December, the latter of which was already claimed by ISIS in the sixth edition of their English-language magazine, Dabiq, on 29 December. The Belgian attack is presumably a reference to Mehdi Nemmouche, who shot up the Jewish Museum in Brussels on 24 May 2014, and the French attack likely refers to the car-ramming and stabbing attack against police in tours on 20 December by Bertrand Nzohabonayo. Adnani says this is just the beginning, “for you haven’t seen anything from us just yet”.

Adnani closes out by celebrating the death on 23 January of King Abdullah of Saudi Arabia, asking that he be cast into hell alongside Pharaoh, while adding that “his death means nothing to us” since the Saudi Kingdom is really ruled by the “crusaders” (Americans, West) and the Jews, and one “puppet” will be replaced with another. The final call from Adnani is for “the liberation” of Arabia from the House of Saud. Though there has been much commentary to the effect that Saudi Arabia funds ISIS, this is at best misguided and some of it is wilful, in service of political propaganda ends. There is firmer factual ground for the link some have made between ISIS and the state doctrine of the Saudi realm, a version of Islam known to most as “Wahhabism”, though the Saudis would insist on “Salafism”. This partially-shared ideological heritage, however, does not detract from ISIS having made war with the Saudi government into a central strategic goal in its messaging—and the Saudis having returned the favour.

All praise be to God, the Mighty, the Strong. May blessings and peace be upon the one who was sent with the sword as a mercy to the creation.

As for what follows:

God the Exalted says, “Say, ‘Call your “partners” and then conspire against me and give me no respite. Indeed, my protector is God, who has sent down the Book; and He is an ally to the righteous’” [Al-A’raf (7): 195-196].

Gather, O spiteful crusaders, and assemble your allies from amongst the murtadeen [apostates], the Rada [Shi’is], and the atheists. Gather, form your alliances collectively, and support one another. Gather every day and form your plots and schemes. Gather, conspire, and mobilize. The muwahideen [monotheists] will not fear you. The mujahideen will not be frightened by you, for they have taken refuge with a strong pillar, and have sought protection with the Mighty, the Wise, the Praiseworthy, while having confidence and assurance.

“Is not God sufficient for His Servant? And yet, they threaten you with those they worship other than Him. And whoever God leaves astray—for him there is no guide. And whoever God guides—for him there is no misleader. Is not God Exalted in Might and Owner of Retribution?” [Az-Zumar (39): 36-37].

It is with this creed that we fight you, O crusaders. So how impossible it is for you to gain victory! Indeed, every mujahid muwahid has complete certainty that you altogether will not be able to harm him, except with the permission of his Lord who has taken him as an ally.

“And He is the subjugator over His servants. And He is the Wise, the Acquainted with all” [Al-An’am (6): 18].

“Effecter of what He intends” [Al-Buruj (85): 16].

O Jews, O crusaders, O Rafida, O murtadeen, O sahwat [anti-ISIS Sunnis], O criminals, O enemies of God altogether! Indeed, we will remain upon our path, confident of our Lord’s support. So die in your rage! By God, you will not see from us—with God’s permission—except that which will grieve you. So praise be to God, who has made the Islamic State a thorn in your eyes, a choking pain in your throats, a spear in your chests, and a rage burning in your hearts. Die in your rage!

By God, you will not see from us—with God’s permission—other than harshness and might. And whoever amongst you survives our bombings and escapes our weapons, will—by God’s permission—die from his grief over our victory.

So rejoice, O Muslims everywhere, for your State—by God’s grace—is becoming stronger and stronger, remaining—by God’s permission—and expanding, continuing upon its path, with clear guidance and insight from its Lord, taking confident steps with no doubt or hesitation.

And in spite of the ongoing crusade, the gathering of those near and far against the Islamic State, and the war waged against it by those both close and distant, we bring the mujahideen the good news of the Islamic State’s expansion to Khorasan [Afghanistan, Pakistan, parts of Iran, Central Asia]. Indeed, the mujahideen from amongst the soldiers of the caliphate have fulfilled the conditions and met the requirements for the declaration of Wilayat Khorasan. They have announced their bay’ah to amir al-mu’mineen [commander of the faithful/believers] (may God preserve him) Caliph Ibrahim, and he has accepted it and appointed the noble Shaykh Hafiz Saeed Khan (may God preserve him) as the Wali of Wilayat Khorasan, and appointed as his deputy the noble Shaykh Abd al-Rauf Khadim Abu Talha [UPDATE a.k.a. Abu Talha al-Khorasani] (may God preserve him).

Therefore, we call upon all the muwahideen in Khorasan to join the caravan of the caliphate and abandon disunity and factionalism. So come to your state, O mujahideen! Come to your caliphate, for you are the forerunners. You have fought the English, the Russians, and the Americans, and upon you today is a new fight; a fight to enforce tawheed [monotheism] and vanquish shirk [idolatry, polytheism]. So come forth, humbling yourselves before God, and God will honor you and raise you. Come forth, for this is an opportunity for the Muslims and it has not yet passed you by, so do not lose it.

We call upon all the soldiers of the Islamic State who are in Khorasan to listen to and obey the wali [governor], Hafiz Saeed Khan, and his deputy (may God preserve them both), and to prepare for the great tribulations they will face. The factions will assemble against you and the rifles and bayonets will multiply against you. But you are up to it, with God’s permission.

So, unsheathe your swords and take out your spears. Be firm and do not weaken or soften. It will either be victory through which God will honour Islam and the Muslims, or shahada by which we will meet God having been excused, and indeed, we see victory only two bows’ length away or even closer. As for the near-term, by God’s power and strength, this crusade will be broken, and we will have thereafter—by God’s permission—a meeting in Al-Quds [Jerusalem] and an appointment in Rome, prior to which the crusader armies will be defeated in Dabiq. Indeed, they see it as distant, but we see it as near.

O crusaders! Your wild campaign has carried on for months, but the mujahideen—by God’s grace—have only increased in strength, steadfastness, and their certainty of victory. And every day that passes, the fear, terror, and loss of security you suffer only increases. Your dog Obama, out of his cowardice and feebleness, continues to warn against being dragged into a ground war, and because of your weakness and incapability, he continues to emphasize the role of the murtad Arab rulers, their armies, and their sorcerers from amongst the palace scholars, and how important and essential they are in this campaign. He depends on them, and on supporting and aiding the sahwat, and he promises victory in spite of his emphasis that the battle will take long.

“He promises them and arouses desire in them, but Satan does not promise them except delusion” [An-Nisa (4): 120].

None of this will benefit you. We will see you on the ground and will meet you on land, and we will defeat you here and attack you in your land. This is the promise of God; God does not fail in His promise.

Therefore, O mujahideen, ready yourselves, prepare for the enemy and seek help from your Lord, for the battle is about to intensify. Indeed, the affair is tremendous. It is extremely tremendous. So, praise God, O soldiers of the Islamic State, for making you live to see this day and selecting you for this affair. Let every one of you defend his position and not let Islam be harmed from his direction. Otherwise, there can be no less than to sacrifice one’s life and cheaply give away one’s soul.

Likewise, we renew our call to the muwahideen in Europe and the disbelieving West and everywhere else, to target the crusaders in their own lands and wherever they are found. We will argue, before God, against any Muslim who has the ability to shed a single drop of crusader blood but does not do so, whether with an explosive device, a bullet, a knife, a car, a rock, or even a boot or a fist. Indeed, you saw what a single Muslim did with Canada and its parliament of shirk, and what our brothers in France, Australia, and Belgium did—may God have mercy upon them all and reward them with good on behalf of Islam. And there were many others who killed, ran others over, threatened, frightened, and terrorized people, to the extent that we saw the crusader armies deployed on the streets in Australia, Canada, France, Belgium, and other strongholds of the cross to whom we promise—by God’s permission—a continuation of their state of alert, terror, fear, and loss of security. And what lies ahead will be worse—with God’s permission—and more bitter, for you haven’t seen anything from us just yet.

Lastly, the muwahideen have rejoiced at the death of the tyrant of the Arabian Peninsula, the traitor of Al-Haramayn [“The Two Sanctuaries”, Mecca and Medina, i.e. Saudi Arabia]. We ask God to cast him into Hell—and wretched is the destination—to the severest of punishments, with Pharaoh and Haman. Furthermore, we say that his death means nothing to us. One taghut has perished and another taghut has taken his place, and they are both puppets. There is no difference whether they are present or not, for the real rulers of the lands of Al-Haramayn are the Jews and crusaders, not Salman [Bin Abdulaziz] nor [Muhammad] Bin Nayef (may God disgrace them both).

We ask God the Exalted to destroy Al-Salul [a Qur’anic reference meaning the House of Saud are apostates]—the dogs of the Jews and crusaders—along with their helpers and supporters from amongst the evil scholars and the callers to deviance, and to hasten the liberation of the lands of Al-Haramayn and the Peninsula of Muhammad (may God’s blessings and peace be upon him).

And to God belongs the command before and after, and there is no might or strength except by God.
